The Australian skipper has claimed 309 wickets in 71 five-day games with an stellar bowling average.
The Australian chief selector the selector has declared that pace spearhead Cummins will play a "major part" in the forthcoming England-Australia contest.
Rumors had circulated that the veteran bowler might miss the series due to a persistent back stress problem that was still troubling him.
Earlier indications from the squad suggested no definitive call had been made regarding whether he would play, with the Test matches kicking off on the 21st of November in the WACA.
Bailey expressed that Cummins is "building up" and remained hopeful about his chances of participating.
"We're aware that the window is narrowing and various factors involved, aside from his injury, but additional elements," the selector added.
"It's positive. There's strong faith that he will feature a significant role. With luck starting in Perth. If not, we'll adjust."
Previous Setbacks
Cummins was ruled out the ODI and T20 games against India and New Zealand in the previous weeks after scans revealed a lower back issue.
There is a track record of back injuries, with setbacks in several earlier campaigns forcing him out of three Australian summers in four years.
The bowler mentioned he would be proactive in his approach in his recovery plan to ensure his availability for the contest.
He mentioned that he did not know if the captain had resumed bowling as part of his rehabilitation but acknowledged it was "pressing" for him to be fit for the initial match.
Contingency Plans
Should Cummins not be fit, ex-skipper Smith will lead the side.
Versatile player Green was recently pulled out from the national team for their limited-overs matches against India as a precautionary measure because of an abdominal issue.
The selector characterized it as a "small issue and mentioned that Green will play in the Sheffield Shield, so will be "well-prepared to deliver overs."
"Extensive planning has gone into building out the plan for him to take part for the first Test as an batting and bowling option," Bailey explained.
"His involvement was limited to the first two ODIs in any case. How he handles the bat in limited-overs, even if it just sets him back for 24 more hours, the choice was made to take a cautious route."
